The purpose of measures against second-hand smoke
Prevent health effects from second-hand smoke indoors
It has been shown that the risk of diseases such as lung cancer, ischemic heart disease and stroke is increased by exposure to second-hand smoke.

Eligible facilities
Regulations vary depending on the facility.
In accordance with the Health Promotion Act, smoking is prohibited in all facilities used by two or more people, except in certain designated areas. The places where smoking is allowed vary depending on the facility. In addition, the Tokyo Metropolitan Ordinance to Prevent Exposure to Second-Hand Smoke sets out the Tokyo Metropolitan Government's own rules from the perspective of protecting people under the age of 20, who are particularly vulnerable to health effects, and employees, who are in a position where it is difficult to prevent exposure to second-hand smoke, from exposure to second-hand smoke.

- Depending on the facility, the smoking rooms that can be installed indoors will differ.(Type I facilities cannot install indoor smoking rooms.)

Designated smoking rooms, etc., must be installed in accordance with technical standards.
- (1) The influx airflow from the outside of the smoking room to the inside must be 0.2m/s or more at the doorway
- (2) Partition with walls, ceilings, etc., to ensure that tobacco smoke (including vapor from heated tobacco products) does not flow from the smoking room into the indoor areas of the facility.
- (3) Tobacco smoke (including vapor from heated tobacco products) must be exhausted outside the facility.
- No one under the age of 20, including employees, is allowed in the smoking room.
- If a smoking room is installed, a sign must be posted.
- Additionally, requirements vary depending on the smoking room. If the requirements cannot be met, please make it non-smoking.

Even in places where smoking is not prohibited,
there is an obligation to Consider One's Surroundings!
When smoking in a place where smoking is not prohibited, you also have an obligation to be considerate of your surroundings so as not to cause second-hand smoke.
For example, if you install a smoking area facing a busy sidewalk, you need to consider the installation location, as there is a high possibility that pedestrians will be exposed to second-hand smoke.
In particular, there is scientific evidence linking it to sudden infant death syndrome (SIDS), asthma, and other conditions.
As it is difficult for children to avoid second-hand smoke on their own, please exercise special caution when smoking.
